Why Your Response Matters

If a tenant does not return their Annual Notice, NYC law requires building owners (or their authorized agent/superintendent) to:

If a tenant denies access for legally required inspections, it may be considered a lease violation, since NYC leases require tenants to provide access for safety inspections.

Avoid unnecessary inspections and follow-up visits—simply complete your Annual Notice.

Tenant FAQ

Who is CompliNY?

CompliNY is an independent compliance company hired by your building owner to process Annual Notice responses and make the process fast and easy for tenants. We offer both QR-code and paper-form options and act as a neutral third party to verify compliance for both tenants and owners.

By using a dedicated processing company:

Why We Built CompliNY
Do I have to complete the notice even if I don’t have children?

Yes. All tenants must complete the form, regardless of whether children live in the unit.

NYC Local Laws require annual verification to ensure safety measures—such as window guards—are properly provided.

Yes, you may return the paper form to your owner or mail it directly to compliNY’s processing center as listed on the form.

We understand these concerns. Returning the Annual Notice is the best way to avoid unplanned visits or inspections.
Your immigration status is not requested, collected, or shared.

However, if no form is returned, the owner is legally required to send staff or inspectors to your apartment to determine child occupancy and must report the lack of response to the City of New York if occupancy cannot be verified. Completing the form prevents inspections and avoids your name being included on required non-compliance reports.

Your building owner must schedule an inspection of your unit to verify child occupancy and install safety devices if needed.

Yes. By law, owners must report all tenants who did not return the Annual Notice and whose child occupancy could not be verified. This report is submitted to the NYC Department of Health by March 1st. What the City does with this information is outside the owner’s control.

2025 was our first year using CompliNY after a recommendation from another landlord, and the results were night and day. We previously used a different mailing company, but with CompliNY we saw a 40% increase in tenant responses.

The building posters they provided helped educate tenants, the step-by-step instructions in every packet made responding simple, and the mid-cycle follow-up packets to non-responders made a huge difference. All of it combined led to a dramatic jump in tenants responses.

After using both companies, I would absolutely recommend CompliNY over any other Annual Notice mailing service.

Elizabeth A. – Small Property Owner

Annual Notices are the backbone of compliance with NYC Local Law 1. Without a proper procedure, one slip through the cracks is easy and can cost you $1,000 or more.

With CompliNY, our annual process is unbelievably simple:

1. Distribute the Annual Notice envelopes CompliNY provides on January 3rd.

2. Re-distribute the follow-up packets they provide on February 1st to any non-responders.

3. Log into the dashboard to see which units, failed to respond, which need visual inspections, window guards, or stove-knob installations.

It’s that simple.

Ned K. – Property Manager (30+ Years)

CompliNY took the tedious, hours-long task of printing forms, assembling packets, and tracking every tenant response and turned it into a simple 10 minute job of distributing the packets they provide to tenants. I can’t stress enough how easy our Annual Notice compliance has become since we started using them.
